Ad Rank is Google Ads' formula for deciding an ad's position (or whether it shows at all) in the auction, combining bid with quality and expected impact.

Ad Rank factors in your bid, Quality Score components (expected CTR, ad relevance, landing page experience), the expected impact of ad extensions and formats, and auction-time signals like device and search context. Google has never published the exact weighting, which is deliberate — it discourages advertisers from gaming individual inputs instead of genuinely improving ad quality.

Two advertisers with the same bid can land in different positions purely because of Ad Rank differences, which is the mechanism behind "we're not the highest bidder but we still rank first."
