Ranking

Ranking (or position) is where a page appears in organic search results for a given query — position 1 being the top organic result.

Average position, as reported in Search Console, is exactly that — an average across every query and device the page appeared for, which can hide a lot. A page might average position 8 while actually ranking position 2 for one high-value keyword and position 40 for a dozen barely-related ones dragging the average down. Look at per-query position, not just the page-level average, before drawing conclusions.
